2010 RCL Rules
New SUSA Stadium Sideline Policy: updated 04/09/10
For all High School and College stadiums:
- Both benches will be on the same side of the field. (The Home side of each stadium)
- Benches will be located 10 yards from the center line and 5 yards from the touchline.
- Only Coaches and players with cards from participating teams are allowed in bench area.
- Parents should be encouraged to sit on the same side and end of the stands as team.
The same rules will apply to Lower Hansen with both benches being located on the North side.
Substitutions: updated Fall 2009
Beginning with the Fall Season 2009, The Substitution policy for Utah Youth will be changed to allow substitutions to be made at any stoppage for either team in accordance with Law 3. Below is listed the procedure. Keep in mind that every substitution must be made only with the Referee's Permission. The player or players to be substituted must be at the Center Line and ready to enter the field prior to the opportunity to sub and the substitution is at the referee's discretion. If the team with the re-start appear to want to get the ball back in play quickly (ether from a Throw-in or from a Free Kick) and the opponents want to sub, the referee can hold the sub for the next opportunity and allow the quick restart. As always, time should be added in accordance with Law 7 for time lost due to Substitution and special care taken to add time it the clock is being unfairly worked.
Substitution Procedure
- A substitution may be made only during a stoppage in play
- The assistant referee signals that a substitution has been requested
- The player being substituted receives the referee's permission to leave the field of play, unless he is already off the field of play for reasons that comply with the Laws of the Game
- The referee gives the substitute permission to enter the field of play
- Before entering the field of play, the substitute waits for the player he is replacing to leave the field
- The player being substituted is not obliged to leave the field of play on the halfway line
- Permission to proceed with a substitution may be refused under certain circumstances, e. g., if the substitute is not ready to enter the field of play
- A substitute who has not completed the substitution process by setting foot onto the field of play cannot restart play by taking a throw-in or corner kick
- If a player who is about to be replaced refuses to leave the field of play, play continues
- If a substitution is made during the half-time interval or before extra time, the process is to be completed before the second half or extra time kicks off.
Game Duration and Ball Sizes
1. U17-U19 Two 40 min halves #5 Ball
2. U15-U16 Two 35 min halves #5 Ball
3. U13-U14 Two 35 min halves #5 Ball
4. U11-U12 Two 30 min halves #4 Ball
Note: Younger teams playing in older age groups will play the higher division game time and ball size.
Number of Players
A team must have at least 7 players present and able to play before referees are permitted to start a sanctioned game. SUSA bylaws allows for 15 minutes after game time to wait. If 7 players come after game time, the referee will deduct those minute from the game. Example: Team A show up 10 minutes late each half will be shortened by 5 minutes.
Multirostering
Multirostering of players shall not occur except in situations where a player is originally registered on a younger team deemed to be the player's "primary team" and is later invited to play on an older team and such rostering on two teams is specifically approved by the board. This includes KICKS Recreational players who request to also train and play with a competitive team.
Alignment - updated 01/06/10
A team is registered in the age group of the oldest player on that team (i.e. if the majority of the players are U13 but one player is U14 then the team is registered as U14). Once a team has been registered in an age group, they cannot add an older player than their current age group (i.e. a U14 player cannot be added to a registered U13 team).
Southern Utah Soccer Association will comply with age group bracketing to be in compliance with US Youth Soccer Rules.
Team Rosters
Along with player passes, coaches need to provide the referees with a roster of players with their name and number included. The easiest way to do this is to come with a "2x3" sticker pre-printed. That way it will fit on the referee's game card.
Coaching
Only Coaches and assistant may coach their teams. Please have parents, family members and friends sit down.
Home Team
Home team is listed first on the schedule. Home team will get choice of sideline and must provide two game balls. In the case of a color conflict it will be the home teams' responsibility to change jersey color. Fans and their teams should sit on opposite ends of field, with each team on opposite sides of the field.
Clean Up After Game!
It is both teams responsibility to leave the fields cleaner than they found them. Finding fields has been very difficult. In order to continue to use them we must treat them well, so please keep the fields clean!
How The Winner Is Determined In Case Of A Tie
The top two tied teams are decided head to head in games of play against each other. The team who won more games played against each other takes1st place. If it's still a tie, the team who has the least amount of goals against them takes 1st place. If a winner is still not determined and it is still a tie, then it remains a tie and both teams take 1st place.
Accidental Insurance for Players Injured During Regular League Play
